Barclaycard say 'Simplicity is not having to transfer your balance again', as their card offers a permanent low rate of 6.8% typical APR for purchases AND balance transfers.
This is not an introductory offer, and it won't run out in 6 months time leaving you with a sudden jump in interest rates.
One thing to bear in mind is that to qualify you'll need an 'excellent' credit history according to Barclaycard, which may put some people off applying.
In that case, an alternative may be the Platinum card from Capital One, which offers an even lower balance transfer rate also fixed for life, but a higher standard rate for purchases.
